A parolee was charged Jan. 23 with vehicular manslaughter with gross negligence in the Jan. 20 death of Tomas M. Mondares, 89, who was struck while he was walking on a sidewalk in National City.

Kevin Earl Moore, 57, is also accused of driving while under the influence of a drug. A Chula Vista Superior Court judge increased bail from $100,000 to $500,000 at his arraignment.

Moore did stop near the scene after the 2002 Infinity sedan he was driving jumped a curb and struck Mondares on East Eighth Street that morning. Moore waited for National City police to arrive and they arrested him and seized his damaged vehicle.

Emergency paramedics performed CPR on Mondares, but he died at the scene.

Moore pleaded not guilty in Chula Vista Superior Court. A preliminary hearing was set for Feb. 5, but it may be delayed.

Moore is on parole for a drug offense. The new case against him could mean a parole violation and additional prison time. He remains in the central jail.
