Judge puts brakes on predator’s release

A judge on Oct. 26 halted the release of a former Paradise Hills man who was convicted 30 years ago of raping a woman in National City and attacks on 11 other women.

The courtroom of San Diego Superior Court Judge David Gill was packed with people opposed to the release of Alvin Ray Quarles, now 56, who was known as the “Bolder Than Most” rapist in a series of attacks from 1985-1988.

Gill halted the release that he granted on Oct. 12 when he ruled Quarles could be released to Jacumba Hot Springs with 24-hour supervision of Liberty Healthcare Corporation.
Gill heard from the community Oct. 12 for 3 hours, but took no testimony Oct. 26 as a man believed to be the Jacumba house’s owner was not authorized to rent it out. The site will not be reconsidered.

Quarles remains in a state psychiatric hospital in Coalinga, Calif.
David Forester, the regional coordinator for Liberty which operates the conditional release program, told Gill the property owner “was not permitted to sub-lease the property” to the agency.

The self-described owner co-owns the house, but the registered owner is the state Department of Veterans Affairs.

“The obvious next step is to find another suitable placement,” said Gill.
