Professional petitioners faced real challenges gathering signatures on the National City term limit initiative. National City voters were definitely in favor of term limits, but became confused when a second petition began circulation, one targeting the mayor Ron Morrison’s removal. Many voters didn’t know which one to sign, or weren’t sure which one it was they did sign. Adding to the confusion was the fact that many National City residents were either not registered to vote or simply had no interest in their local government.
