Colorado man admits he beat woman to death

Martin Joseph Foster, 55, has pleaded guilty to voluntary manslaughter in the beating death of Cheri Casey, 61, who was killed in a homeless encampment near Saturn Boulevard in Nestor in 2015.

Deputy District Attorney Christina Arrollado said Tuesday Foster has agreed to accept a 17-year prison term. He also pleaded guilty to domestic violence on Casey, who was beaten to death. She was also known as Cheri Dillon-Casey.

Sentencing has been set for Nov. 1 before Chula Vista Superior Court Judge Garry Haehnle. Foster remains in the George Bailey Detention Facility on $3 million bail.

Arrollado said Foster will get 11 years for manslaughter plus six years consecutively for inflicting domestic violence. A murder charge was dropped after he pleaded guilty to manslaughter and assault.

San Diego Police found the victim’s body on Aug. 4, 2015, while doing a welfare check in the 600 block of Saturn Boulevard which was near a Boll Weevil restaurant parking lot and a shopping center.

Foster is from Colorado, but he may have been living in the area for a while.
